
1.- PARITICPATION AND REGISTRATION
1.a.- Films, national or international, can enter that have been produced after 1 January 2009, in any genre be it documentary or fiction, experimental, animation, video clips etc. as long as they adhere to the theme of the festival as outlined in the Call for Entries.
1.b.- Films can enter that have originally been shot in film or professional video format (having to send HDCAM).
1.c.- Films or videos cannot enter that have been sponsored by commercial enterprises and whose content serve as publicity for the said enterprises.
1.d.- All films that are submitted for the short listing will be considered by a Selection Committee made up of specialists in audiovisual media and the theme of the festival, according to the value they demonstrate in aesthetic and expressive terms as well as content.
1.e.- The holder of the film’s rights must communicate with the festival before 30 October 2011 his / her wish to enter, sending a properly completed registration form, which will serve as a formal statement, that expresses that the entrant understands and accepts the current terms and conditions.
1.f.- The person responsible for the films entered commits to sending the following material to the festival before 30 October 2011:
- A completed and signed registration form.
- A copy of the film in DVD PAL, spoken or subtitled in Spanish or Catalan; the DVD must be correctly labelled with the title of the film, the name of the director, length, format, subtitles (if any); please indicate if it is a final or rough cut, or a work in progress.

- Three photos of the film in high resolution (300dpi)
1.g.- There is no registration fee.
2.- SELECTION
2.a.- The Selection Committee reserves the right to choose the films for the festival program and to place them in the category, competitive or not, it considers appropriate.
2.b.- The producers of the films chosen will be notified before 15 November 2011. The complete list of films short listed will be announced on the festival’s official website: http://www.dhfestival.org no later than 30 November 2011.
2.c.- The official languages of the festival are Spanish and Catalan. With regards to films spoken in other languages:
If a projection copy exists with subtitles in one of the official languages the festival would prefer this. If there does not exist a copy with subtitles in these languages or if it should not be available, a DVD copy without subtitles but with a list of dialogues in Spanish or Catalan (time-coded) will be accepted, in line with the requirements in paragraph 1.f. in order that the festival prepare the corresponding subtitles. English scripts will be accepted (time-coded) for later translation and subtitling in case the aforementioned conditions are not fulfilled.
2.d.- The directors of the short listed entries authorise the use of three minutes of their work, trailer, recreation of dialogue, transcripts of texts and diffusion of images for the promotion of the festival; which may be reproduced in cinemas, television or radio broadcasts, printed press or on the festival’s or other websites; both during the festival or later events.
2.e.- The films that are short listed could be included in national tours throughout the year, something that will be specified in detail to the directors / producers. In the case of international screenings the program proposal will be limited to the specific authorisation from directors.
2.f.- Once short listed the film cannot be withdrawn from the festival’s program.
2.g.- The Selection Committee of the festival is not obliged to consider films registered after the deadline.
2.h.- The festival can show each film that is short listed up to two (2) times during the festival in addition to the press viewing.
3.- COMPETITIONS, JURIES AND AWARDS
3.a.- The festival’s official competition is made up of three categories: The Human Rights Award; The Commemoration and Universal Justice Award; The Equality and Interculturality Award.
3.b.- The jury of the official competition will be made up of 3 professional filmmakers and human rights experts.
3.c.- Those who have an interest in the production and / or the exploitation of any of the films submitted to the competition cannot form part of the jury.
3.d.- The jury of the official competition will award three prizes: one for each official category. Also, the jury can - if they consider it pertinent - grant Special Mentioning, which cannot in any case exceed more than three.
3.e.- The votes of the jury will be secret and unanimous decisions will be attempted. The members of the jury commit themselves not to express publicly their opinion regarding the films submitted for consideration, before the official announcement of the Awards. The nature of the prizes will be announced at the beginning of the festival. Any conflict (in the organisation or operation) not foreseen in the current terms and conditions will be resolved by the organisers of the festival. 3.f.- In addition to the official competitions mentioned above, the festival can organise one or more parallel competitions, choosing the names, themes, prizes and juries as they see fit.
4. SHIPPING AND RETURNS
4.a.- The cost of sending copies for short listing and other requested material is covered by the entrants. The festival does not accept entries that have not covered the full cost of shipping, taxes or any other charges. Copies and material received for the short listing will not be returned, they will remain available for the festival’s archive, carefully preserved for educational and cultural consultation and use.
4.b.- The cost of sending the screening copies are covered by the entrants. The festival does not accept entries that have not covered the full cost of shipping, taxes or any other charges. Screening copies will only be returned in the case of an explicit request in written, detailing the destination and date of return (distributors, producers, other festivals etc.). The expenses for returning the very same material will be covered by the festival, excluding any additional expenses like customs duties or other taxes in the country of return.
4.c.- The festival will not cover any damages incurred to the copies during their showing.
4.d.- Deliveries made by mail - all the copies and other material requested - should be sent (prepaid by sender) to the following address:

We ask that everything is marked: “SÓLO PARA FINES CULTURALES; SIN VALOR COMERCIAL”.
The regular postal service is recommended in those countries, like in Spain, where it is considered to be reliable. In cases where it is necessary to use courier or private postal services the festival will not accept any responsibility for the additional cost.
4.e.- Unless the festival has authorised otherwise the screening copy must be available during the entire festival.
5. CATALOGUE, PRESS, PROMOTIONN
5.a.- The entrants authorise the festival to make use of material from their films for promotion and diffusion, as specified in paragraph 2.d.
5.b.- Those responsible for the films are asked to send graphic material, posters and informative material about the films or the themes addressed so that this can be exhibited in the cinemas, given to the press or incorporated into the parallel events.
5.c.- Those responsible for the films short listed for the competitions agree to write in all their press and publicity material “Official Selection by the International Human Rights Festival of Santa Coloma” and incorporate the festival’s logo. Those responsible for the films that are awarded prizes in one of the competitions agree to mention it in all of their press and publicity material and incorporate the festival’s logo. The festival’s organisers will provide the logo for this purpose.
5.d.- The festival is responsible for all decisions regarding the catalogue’s editorial content.
5.e.- In principle, the catalogue will include the following information about the films short listed: original title, year and country of production, genre, name of director, production company, contact details.
6.- THE PARTICIPATION IN THE 3rd INTERNATIONAL HUMAN RIGHTS FILM FESTIVAL OF SANTA COLOMA IMPLIES THE UNDERSTANDING AND COMPLETE ACCEPTANCE OF THE CURRENT TERMS AND CONDITIONS. ANY EXCEPTION, DOUBT OR CONFLICT WILL BE ADRESSED AND RESOLVED BY THE FESTIVAL’S ORGANISING COMMITTEE.
